Protection of privacy in the period of Covid-19 pandemic

During the pandemic of COVID-19 in April 2020 Ministry Health Bulgaria began administration Virusafe contact tracking application. With Law on Emergency Measures and Actions, declared by a decision National Assembly 13th March amendments to Electronic Communications Act were adopted. The purpose legislative was provide access competent authorities localization data from public electronic communication networks individuals, who have refused or do not fulfill obligatory isolation treatment under art. 61 Act. This publication aims analyze main features mobile applications for contacts infected persons, as well adopted changes, comparing them with standards personal protection provided EU General Data Protection Regulation 2016/679 Directive 2002/58/EC right privacy communications.
